8. Secure, so that the owner can decide to whom which type and quantity of information might be released.

9. Portable, so that wherever and whenever the information is needed it be communicated. Note: the most compelling use cases for a PHR are in Emergency Medicine and First Responder situations.

11. Logged access, for auditing security.

12. Worldwide use.

13. Search enabled.

14. Sharable.

15. Not obsoleted by technology and storage mechanism changes.

16. Locatable.

17. HIPAA Compatible.

22. Able to integrate with existing clinical health records.
